The stated temperature is most likely a guideline temperature NcSTAR is required to publish. It's not like the laser is just going to stop functioning at temperatures outside the listed range. The published range is most likely the "optimal" performance temp range of the laser - temps outside that range will see diminished performance due to diminished performance of the battery.

NcSTAR states the below in the product manual:
This unit will only function under the temperatures listed above (59-95 F). The unit will not function in extreme cold or extreme heat. Once the unit has returned to normal temperatures it will function properly.
