Thank you for your question! Please contact Sako/Tika to ensure that the hole pattern will match up.
No, the base does not have any locking pin or recoil lug. An underside photo can be seen here, https://www.nightforceoptics.com/riflescopes/accessories/bases and scroll down to standard duty bases.
Nightforce makes this Standard Duty line of bases out of 6061 aluminum.
Tikka T3, and T3X only have one action length,(long). They shorten the magazine for shorter action cartridges.
This was designed for the Tikka T3 and is ambidextrous.
Nightforce says
They have different hole spacing's so, the T3 base will not work on the Sako A7. Give Evolution gun works a call 215-538-1012.
Please consider this DNZ product for the short action Sako A7:

I HIGHLY recommend the DNZ ring/mount combination. I have six of them on my personal rifles. It has a number of things going for it – it
starts as a solid block, and the first CNC machining pass makes
what becomes the ring centers... the rings cannot be misaligned. It also eliminates any possibility of the rings loosening from recoil. It’s hard anodized, requires no lapping, has hex-head screws, and best of all – made in the USA, in North Carolina. I can’t say enough good things about them – they look like they grew out of the top of the gun.

This base is for drilled and tapped Tikka T3/T3x rifles. It will not fit on a Sako AV which should have the standard Sako tapered dovetails.
The T3x A1 has a notch in the receiver rail that the handguard rail fits into, so I do not recommend this mount for the T3x A1
These will not be compatible. Either of these should work instead: https://www.opticsplanet.com/nightforce-t-c-contender-1913-mil-std-base.html
