I have the exact same issue on S&W Sport 3. I think somehow the gas bypasses. I cleaned the whole gas block and looked inside and could not see any issues. I think its a design error as the end of screw is slightly thinner so gas can bypass even when shut. Luckily for me with the closed setting is pretty much spot on.
