Can this handle precision shooting competitions

The Peak Travel Tripod has a 20lb. weight capacity and is made of lightweight, weather and impact resistant materials that are all user serviceable, cleanable, and replaceable. With the ARCA rail compatibility, you should certainly be able to use this for PRS purposes.

Is there a ball head i can add to make this suitable for filming video?

Take a look at the product photos, specifically Photo #2 and Photo #8, and you can see the omnidirectional Compact Ball Head. Photo #2 shows the center, elevation adjustment arm at the lowest point. Photo #8 shows that same arm raised up, exposing the omnidirectional Compact Ball Head that is included with the Peak Design Travel Tripod.
