The difference between the two are is 02-217-04 is for compatible with all Mil Spec products. Designed to accommodate compact scopes or night vision devices. While 02-217-01 is for accepts Weaver style rings. We were not provided with where these were manufactured you would have to reach out to the manufacturer.
