There is not a model of the Predator Tactics DeadEye Rifle Tripod System that can hold 40lbs. However, the tripods at the link below have a max weight of 44lbs and 55lbs.

I am primarily looking for a steady spotting scope platform, how easy is it to use for this purpose?

It would be easy to use as a spotting scope tripod, you would just remove the ballhead.

Yes, it would attach directly to the picatinny rail on the bottom of your rifle.

Is this compatible with the M-Lok tripod mount? I have mlok rails on most of my rifles, does this tripod uses the standard tipod ball mount?

It is picatinny compatible, you can add an MLOK to picatinny rail on your firearm to make it compatible.
