It’s a magnified optic so it probably wouldn’t work with a magnifier

have an old Norinco NHM 90. Has no side mount for a scope so Im curious if I can use it on my rifle and where it would mount ?

You would need some sort of picatinny rail on top of your rifle in order to mount this.

Can I install this on a Ruger Mini-14 and co-witness with the iron sights?

You can mount this on a Mini-14 as long as you have a picatinny rail on it, however it most likely will not co-witness with your iron sights as it is designed for AR-height sights.
