Literally no reason except for partially Connecticut where a face to face in person transaction is required to acquire body armor and possibly other specific municipalities/counties/parishes.

Armor is legal in all 50 states with certain restrictions like you can’t wear armor while committing a crime (Again check your own local laws, preferably with a legal expert and not some yahoo like me.), a lot of armor companies don’t sell to civilians for no reason.

If you want a higher end helmet try checking out Ops Core, Crye Precision’s Airframe ATX, or maybe eBay for a used ECH.
