Is this Barrel 24In or 26In Factory demo what I want need 24IN? Its says both in descriptions?

Is this barrel for a Remington 700 action?

This is a barrel blank, you would have to take it to a qualified gunsmith to have it milled to fit whatever bolt action rifle you are looking to use it on.
