I think you mean, "Will this BCG fit a standard AR15 upper that has a 7.62x39 barrel?" If that is correct, then YES, this BCG will fit a standard AR15 upper.
No, you would need an upper receiver chambered in 7.62x39, the upper receivers in AR that are chambered in 7.62x39 will however fit an AR15 lower receiver
