Does this crimp the case to the bullet conlure

The crimp/seater die has a taper crimp for straight jacket bullets, you would need a roll crimp die for crimping in the cannelure.

What's the different applications for the small base vs the regular RCBS die set?

The small base die is made for somewhat tighter chambers or autoloaders/lever guns to ensure smooth feeding.
