Yes it does, it is just not designed for progressive presses.

brief descriotiuon on the use of #9481 converting 8mm mauser berdan primer to a boxer primer

This tool is not for converting berdan primer pockets to use boxer primers. This is for removing the military crimp out of the primer pocket.
