hello, will the base mounting point securely attach to the basic 22 style mount on a .22 rimfire rifle?

These Tasco 1in to 30mm Low Reducing Rings will mount to picatinny rail. So they will mount to a .22 Rifle if it has picatinny bases. However, if you are looking for a dovetail style ring these will not work. The correct rings you need will depend on the model of rifle you have.
