Rothco states the pistol magazine pouches are at the top center of the Rothco Lightweight Armor Plate Carrier Vest.

The oversized Rothco Lightweight Armor Plate Carrier Vests are 13.12" wide at the chest and 19" wide at the waist.

Rothco only offers this in Regular and Oversized sizes. According to Rothco, Oversized should be the equivalent of 2X/3X sizing.

Does this have velcro anywhere to allow for mounting chest rigs or dangler pouches?

As shown in the product photos, the plate carrier only has the three rows of hook and loop on the front of the carrier near the top - more like a nametape section than additional chest rigs or additional pouches.
