It shows 2 plates in the picture, does this come with two plates or is the price for a single plate

I am a normal citizen. If I buy these plates do I have to prove that? I am law enforcement or security.

There are no federal restrictions on body armor, however certain states have banned the use. I would Google what your states laws are. Personally I'd ignore the law and do whatever I wanted, but this is not legal advice.
