Are the plates included stand alone or do you need a backer of some kind?

The plates are included. It includes two Shellback Tactical Prevail 1155 Level IV 10 x 12 Hard Armor Plates.

Yes, it has a removable cummerbund with interior and exterior PALS for side plates.
Cummerbund accepts 13.75" x 5.5" soft armor inserts.

This is not available in different sizes, it would be considered a one size product and is fully adjustable.

Likely because you are in Connecticut. Body armor cannot be sold online and shipped to Connecticut.
