I just bought a SilencerCo Omega 36m suppressor, it comes with the ASR mount. I plan on throwing it on my CZ Scorpion. Is this muzzle break all i need

Will this work on a 7mm08 deer rifle barrel ?

The SilencerCo Single Port ASR Muzzle Brake could be used with a 7mm-08 chambered rifle depending on the barrel threads of your rifle.

SilencerCo does not state if the SilencerCo Single Port ASR Muzzle Brake comes with a pre drilled hole for pinning and welding. I recommend contacting SilencerCo for that information.

If the barrel has a 5/8 x 24" thread pitch, then yes, the .30 caliber brake will work.

Will the 1/2x28 in 9mm work with 223/556 barrel ?

It is not advisable to use a 9mm brake for .223 shooting, as muzzle brakes especially will be less effective when used with the incorrect caliber.
