Although some parts are somewhat interchangeable between the Pardner pump 12 and the 870, there is no evidence that this will fit with or without modification.

I can confirm that the 870 TL-Racker slid onto my Pardner Pump Protector (purchased brand new in 2016) action bar assembly super smooth and cycles perfectly, works great!
