As long as the compensator is pinned and welded, and your completed rifle covers all the CA compliance regulations you will be in compliance. A quick google search re: California compliant or how to make an AR15 CA compliant will give you a lot of info on how to proceed. it is also advised that you check your local laws to verify you will be in compliance.
