Is the outer barrel shroud removable for maintenance or cleaning?

It cannot be removed. Being removable would make this a short barrel, turning any rifle that it is mounted on a NFA regulated firearm.

Will the SBX short barrel fit in a ProMag folding stock?

You would need to verify the barrel fitment the Pro Mag will accept. This is a Target Diameter .920” barrel profile.

What is the outer diameter of the shroud, for fitting inside a free float handguard?

The ID of the barrel shroud is 1.1". Tactical Solutions doesn't have the outer diameter listed, but you can base it a bit off that. You would need to contact Tactical Solutions for the outer diameter, as it is not published.

This is not available for .30-06. This is for the Ruger 10-22.

This will fit the Ruger 10/22, Tactical Solutions X-Ring semi-automatic .22 rifles, and Tactical Solutions X-Ring .22LR receivers.

Will the silencerco switchback 22 silencer fit this barrel i see the threads are correct. But will the silencer fit inside the shroud?

The inside diameter of the shroud is 1.1" and the outside diameter of the SilencerCo Switchback 22 is 1.07" so it should just barely fit.
