I have a Savage 110 .338 model rifle and purchased the Venom 34mm scope with the 56 mm objective. Are these the correct rings?

I would recommend the high rings. The .338 also uses 8-40 screws, so you will need item 85X719.

will these rings/mounts work on a savage 110 apex hunter short action ?

Yes, they will work just fine. Just be sure to check if your receiver is drilled for 8-40 or 6-48 screws; this item uses the 6-48 screws.

The Talley 34MM Savage w/ Accutrigger Rifle Scope Rings will work with Savage 110 models that use 6-48 screws.

will this work on a savage 93 BSEV

No, these are for centerfire Savage rifles. The hole spacing and radius will not line up with a 93R.

What’s the spec on sight height for these rings? Will this get me to 1.70 inches?
