Will this work on a Remington model 700 7mm sps ?

Howa and Remington Rifles do not share an exact scope mount. They have the same hole spacing, but the receiver radiuses have a small difference between the two, on the rear bridges of the receivers. Remington 700's use the part number ending in (700). Howa 1500's use the part number ending in (734)

The 40X, a 700 style action, is one of the early long-range target and varmint rifles that started production in the 1950s. The 40X is another model that these mounts will work with.

No these mounts are 0moa, they do not have any change in height.
