Does this come with the two vent covers?

The EXFIL® SAR comes standard with two vent covers to prevent objects and debris from entering the crown vents of the helmet.

Can the 3.0 rail system be mounted to this model?

No, it cannot. It is compatible with Team Wendy's Magpul MOE 5-Slot Mounting Kit, however we do not currently carry it.
