can you only change out a #11 nipple to a 209 nipple for a TC black diamond inline thunderhawk???

The Thompson Center 209 Conversion Kit Thunderhawk should work for that muzzleloader, however, the Thompson Center 209 Conversion Kit Thunderhawk is currently unavailable.

No, it would not work for that model. This product would allow you to convert a T/C ThunderHawk, FireHawk or System 1 to 209 shotgun primer ignition.
