I’m not sure what the 1/3 lower cowitness means. I bought the RM34W Mount which didn’t cowitness with my Magpul backup sights, I hope this will.

This mount will make the mount lower 1/3 cowitness, meaning the iron sights can be used through the red dot (under the dot or reticle). However, the dot itself will not line up with the iron sights. You would want absolute cowitness if you are wanting the dot to be on the same plane as the iron sights.
