What material is this? Mild steel? I’m wanting to weld this to a forged fore grip that is heavy.

The manufacturer doesn't state what the Troy Q.D. 360 Push Button Rail Mount without Swivel is made from. I recommend contacting the manufacturer in regards to that information.

What is the height, is it tall enough to be used as a hand stop?

The official height is not published by the manufacturer but this will be just under .5" from the top of the rail.

This is the Troy Q.D. 360 Push Button Rail Mount. There is no swivel included.
