What is the "sleeve loop" available on some options?

The sleeve loop is a fastener around the cuff of the Tru-Spec 24-7 Tactical Softshell Jacket.

Is this a good jacket for warm weather (spring) or is it fleece lined designed for 30 and below?

This Tru-Spec 24-7 Tactical Softshell Jacket is made from 100% Polyester with a DWR water resistant finish. Its designed as a lightweight, water and wind resistant jacket. I would say it is ideal for fall/spring cool weather conditions.
