Yes it is subsonic. the sound barrier is roughly 1,100fps at sea level

I cannot answer with 100% certainty, but everything I have read in my search for reloading data indicates that at subsonic velocities, jacketed bullets are fine. In supersonic loads, opinions vary, mainly based on bullet construction.
