This is a One size fits all tactical vest. However, with your size, I would suggest contacting the manufacturing directly to see if they can point you in the direction of a vest that would fit your torso.

What ballistic plates do you recommend that will fit this vest? Does it come with Range Instructor on back and front? If not, Are they available?

Will this accept an 11×14 soft armor panel?

This carrier is designed for ballistic plates, it is not designed to hold Kevlar or other soft panels.
