How do you ensure it's on the scope perfectly?

You can use (or make) a plumb bob - essentially a string with a weight on one end. When suspended by the opposite end, and allowed to settle (stop moving), the string will be perfectly vertical.

Align your reticle to the vertical string, then adjust the bubble level until centered, and tighten.

Which Bubble level is perfect for the 30mm scope tube?

The BL30 is intended for use with a 30mm main tube diameter.

You must align the level to the reticle manually.

Using a string with a weight attached at one end (also known as a plumb bob), hang it, and allow it to settle. the string will be perfectly vertical, once it comes to rest. Align the vertical crosshair to match the string, and then rotate the bubble level until the bubble is centered. The level is now indexed to your reticle.
