What size is the mounting bolt on this 1/4?

The threaded stud on the Vortex Car Window Mount is a 1/4-20 diameter and pitch, which accepts all Vortex Optics spotting scopes, as well as binocular tripod adapters and rangefinders fitted with threaded receptacles!

will Steiner 10 X 50 Marine/Military binoculars be able to fit this?

Assuming you have the appropriate tripod adapter for that binocular, yes it will fit.
