When used on a Keltec sub2000, will the rifle be able to fold and lock in place?

The Weaver Offset Rail Adapter 99671should not prevent the KelTec Sub2000 from locking when folded. However, it would also depend on what is mounted to the Weaver Offset Rail Adapter 99671.

How many screws hold the mount in place and is it ambidextrous?

One screw holds the mount and it can be mounted in any direction you need.
