Can I mount this on my Weaver Style base that has a grove about .180" and then mount my other weaver style rings on top of this riser set?

No, this is a picatinny riser and will only mount to a picatinny base. Weaver bases have cross slots that are more narrow than that of a picatinny rail and therefore these picatinny risers will not properly mount to a weaver rail.

The longer piece is about 1.57" long, and the shorter piece is about 1" long.

I want to go from a Weaver Base, to a Picatinny slot. Will this work?

Yes, these risers are to picatinny spec, so while they will mount on a Weaver rail, they will then give you a picatinny rail on top.

will these risers allow me to attach my warne rings that have a smaller than normal picatinny mounting base

These risers have the same rail on top as the one they attach to on the bottom. Picatinny rails are standardized, so if your Warne rings are smaller than the rail, then it is possible you have dovetail rings instead.
