Can you wear goggles just by themselves with out a helmet is there enough adjustment to make them small enough to wear around your head

The Wiley X SPEAR Tactical Goggles w/ Interchangeable Lenses do not have to be worn over a helmet. They have enough adjustability to be worn around your head comfortably.

Yes, these meet the MIL-PRF-32432(GL) ballistic standards: ANSI Z87.1-2010 high velocity and high mass impact standards: as well as US Federal OSHA 1910.133(b)(1)(1) standards.

With these fit while wearing either of these motorcycle helmets, half-helmet and a 3/4-helmet?

That should work, as the strap can be adjusted. Wiley X does not specify if these goggles are intended for use with helmets or not.

I live in steamy Florida, how are they with fogging up? I'm looking for something low profile and will be using them for ATV'ing.

Honestly I haven't heard any feedback either way but it does say that these googles feature symmetrical venting system, that keeps lenses from fogging.
