Will this magazine work with a Beretta M9 9mm

No, this is not compatible with the M9. This is made for full-size magazines to be used in a compact 92 frame.

How does the spacer reduce the number of carried rounds from 15 to 10?

This spacer does not reduce the number of rounds in the magazine. This will fill the gap between the magazine floor plate and the bottom of the grip when a full-size magazine is used with a compact frame.
