Can you purchase a exposed windage knob to replace the covered one?

The manufacturer does not give any information regarding exposed windage turrets for Zeiss Conquest V4 4-16x44mm Rifle Scope. They have them available for other series of Zeiss Scopes and may have them for the Zeiss Conquest V4 4-16x44mm Rifle Scope, but I recommend contacting Zeiss in regards to that information.

What size rings would I need for a SAKO AII? 308

If you do not already have a picatinny mount, you would need these bases: 9E-MT-25X727 and these rings: 9E-RR-TMS30H-TMS30M
