it's a set, so basically, you don't need to get the keeper separately.

i made some adjustment to it. the duty belt itself is the rough velcro inner, so when looping your gear into can damage it. well my solution so it, since it came with the liner velcro, i cut up the liner velcro, place my gear in place and velcro over them, so now when i lift up my gear, nothing is sliding. that's a heads up for you all.
