Not enough hardware included - Knight's Armament URX III and 3.1 Long Rail Panel Kit

The panels and angled grip is great. Pattern looks and feels consistent and comfortable. My only problem is the included hardware. The kit comes with 4 panels, 2 screws per panel for 8 total. But only comes with 4 nuts just like the picture. I get it, its clearly in the picture but why? Why only include 4 when you need 8.
