The description of this knife is interesting and I've not been able to turn up any further information about its milsurp status, but I did discover that it is made by Utica USA. I don't know why this info isn't in the description as OP carries other Utica products, but now you know where it actually comes from. According to their website it is not an import but one of their own products. I'm always happy to buy homegrown when possible.

As far as general quality it seems like a robust enough piece of steel for its intended purpose, about 4mm thick, no grips, with a decent edge and a workable shape for my average sized hand. I can't speak to longevity or ease of sharpening because I'm not likely to actually use it enough to wear it down. It's clearly designed to be a sort of emergency "GET OFF ME" knife, which is exactly what I bought it for. The kind of tool you'll always prefer to have and never need.

Many nice knives have been ruined by lousy sheaths, but this knife seems to have gotten it right. I was originally looking at the SOCP dagger which has a really cool sheath, but this actually works a bit better for my purposes because it has a row of typical kydex mounting holes and slots, but isn't overly bulky for that. You can't tell from the picture, but there is a molded detent that drops into the finger ring, so the retention is pretty legit. It even came with a few feet of paracord, which is always a nice touch whether you need it or not.

If you're looking for a less expensive alternative to the SOCP dagger like I was, unless you're dead set on their unique sheath, this will probably meet your needs just fine.
