Weaver gunsmithing torque wrench - Weaver Gunsmithing Torque Wrench

I bought this torque wrench to be sure I did not over tighten the base screws and ring screws when mounting my riflescope. I opened the package last night, read the instructions, and attempted to adjust the torque value to the lowest setting. It was set at the factory to 80 inch pounds. When trying to adjust it down, it became tight at 60 inch pounds and would not turn any more. I tried several times, only to get the same result. There was a inspectors report packaged with the wrench. The wrench was very well packaged in a molded plastic box, so I doubt that the working order of the wrench was effected by sitting on the shelf or even from shipping. Inspector??? I am very disappointed. I will keep you updated of the end result.
