Would this rotate, causing a stoppage? I don’t see anything keeping it from rotating

The flat edge rest against the buffer spring. The pressure exerted on the buffer retainer by the spring itself is what keeps it from rotating. I own two in 9mm PCC builds...extra heavy buffers, David Tubb .308 buffer springs and heavy bcg...and these hold up when other standard buffer retainers have failed.

Since some buffer retainers do not work with a JP Silent-Captured Spring or an Armaspec Stealth Recoil System, will this one work with either? Can you answer this question?
