Bought two packs of these and the ones that work, work great, but 4-6 dont light up or light up and wont shut off, overall poor quality

Three of the six in the pack do not work. One is intermittent. All were in this condition out of package and unused. Perhaps they sat in a warehouse too long? I will be tossing them all and replacing with another brand.
