Is the bottom padded (for muzzle noise/ protection)? what are the interior dimensions? will it fit 10.5 with folder (21" total)?

It is not specified what padding is in the bottom of the main compartment.

The dimensions are as follows:

Outside Dimensions: 21"H x 14.5"W x 5.5"D
Concealed Carry Compartment Dimensions: 19"H x 11.5"W x 2”D, 20" Diagonal Length
Main Compartment Dimensions: 21"H x 14.5"W x 3.5"D, 22" Diagonal Length

Attached accessories and especially muzzle devices can all change what will fit properly inside of the bag. You will need to measure your pistol’s HxWxD to compare it to the inside measurements of the bag.

It will all depend on your particular weapon system. Attached accessories and especially muzzle devices can all change what will fit properly inside of the bag. You will need to measure your pistol’s HxWxD to compare it to the inside measurements of the bag.

Is this water repellent, resistant, or proof?

It will resist water for a very short period of time, but this bag is not waterproof and not water repellent. If you stand in the rain, the bag will get wet.
