are these rechargeable

Yes, you should use a "smart charger" to get the most voltage into them (about 4.11 volts), which will then go into trickle mode to avoid damaging them. Never discharge them below 2.8 volts or batteries will be damaged!

These batteries are 3.7v. Why won’t they charge to over 2.4v? Just got 6 and only 1 will charge to 3.2v. Just cheap batteries or something wrong?

You have either defective batteries or voltmeter or charger. Contact the manufacturer or retailer for more help.
