will this fit the AR10 DPMS handguard?

it's not intended to, no. it's designed specifically to connect with the AR-15 version of the rifle length handguard via screw on the top rail.

What is this designed to fit ? Looking for a extended rail to mount on a Ruger 10/22 for laser and night vision set up.

This rail ties the receiver to the Precision Reflex AR-15 carbon fiber forearm top rail.
