Yes, you can travel within the united states with body armor, just be sure to confirm the size of the backpack fits within the carry on size.

Will 8" Sig mpx fit in bag. If so, is it strapped in?

There are no internal tie downs for a firearm as this is a standard backpack and is not necessarily geared towards transporting a firearm. The main compartments internal dimensions are as follows:

20" H x 12.5" L x 8" D main compartment

So as long as your MPX falls within those dimensions, you should be able to fit your MPX in the backpack.
