can the rail be removed? and is the muzzle break removable and have 1/2 X 28 threads?

Yes, both the rail and muzzle brake are removable. The muzzle is 1/2x28 threaded.

Is this compatible with a tiger 10/22 carbine?

It is compatible with takedown 10/22 models, however all NFA rules apply as this is a 9" barrel. To avoid an SBR tax stamp the 16" barrel model can be found here:
