What is a good sighting system to mount non this stock?

The optic to use with the ATI Ruger Mini-14 Strikeforce Adjustable Side Folding TactLite Stock will depend on what you are using the rifle for. However I recommend using the Ruger Mini-14 scope base at the link below for either mounting a variable power scope or red dot.

Is there a way to mount the Sightmark Wraith above the action with this stock, so that the eye contacts the scope bellows?

Unfortunately there is not a rail that can be mounting above the receiver opening on the ATI Outdoor - ATI Ruger Mini-14 Strikeforce Adjustable Side Folding TactLite Stock to have the Sightmark Wraith sit closer to your eye.

Is there a provision for mounting a scope in the rear, over the action, such as the Sightmark Wraith with the eye cup?

The ATI Ruger Mini-14 Strikeforce Adjustable Side Folding TactLite Stock does not have a picatinny base or mount that will attach closer to the rear or over the receiver.

What size is picatinny rail on this? 25mm or 30mm

Width on the rails about .840". We say about as they are injected molded and will vary a little bit. But these will work for most attachments design for picatinny rails.
