Will this work with palmetto arms standard complete uppers?

This Aero Precision M4E1 Enhanced .223 Wylde is a complete upper, but it should work with PSA complete lowers.

It says 18 inch barrel is the barrel 18 inches with the muzzle or is the barrel 16 inches with another 2 inches with muzzle

The barrel itself will be 18". The muzzle device would be additional length.
