No, this upper receiver does not come with the bolt carrier group and charging handle.

At the bottom of product info, it states: "This complete upper does not include a BCG or Charging Handle. These products may be selected as add-ons under the FINISH YOUR BUILD tab.". I hope this answers your question.

No charging handle and no BCG. Assembled upper receiver, 20” barrel, A2 birdcage, .750 gas block, rifle length gas tube and handguard is considered complete from Aero Precision. You’ll need a Bolt Carrier Group and charging handle to truest complete this upper.
